    We are looking for an experienced Estimating & Cost Manager to join us and support our Integrated Delivery Team in the production of cost estimates, providing cost intelligence, undertaking estimating activities and carryout post contract cost control activities.


    Contributing to the effective management & delivery of construction and engineering works, support development of major engineering & construction projects, our winter works programme, and provide professional support and provision of early engagement in development of projects, provision of solutions and detailed designs.


    In this role you will really make an impact on 2,000 miles ensuring that life is better by water for our diverse user group.

    Knowledge, Skills/Qualifications & Experience


    About the Role:

    • provide specialist estimating and cost management support to the Integrated Delivery Team in the project development stages of all projects including the post contract stage.
    • maintain the Trusts capital cost database including the provision of data, cost models, advice and training to the IDT and other departments to ensure that work definition packages, as produced by the asset data and performance team are provided with budget estimates.
    • work with the IDT and commercial managers to develop performance specifications and cost models contribution to cost data capture systems.
    • support the development of initial feasibility estimates which identify the expenditure into elements and will be prepared in sufficient detail to allow the Project Team to develop their design within the overall cost limits. Establish with the Project Manager the project priorities in respect of quality, time and cost.
    • consider and advise upon ‘best value’ options and present to The Project Manager & Work Development Managers for consideration. Provide project costs for business case calculations to justify investment in the project.
    • develop and manage a process of internal & external benchmarking. Liaise with the procurement and commercial teams to ensure that appropriate interfaces are maintained and procurement procedures are used. Keep aware of other contractual arrangements within the business. Conduct Value Management reviews within the Integrated Delivery Team
    • introduce cost performance management system for continuous improvement; promote and drive improvement, this will be supported by an appropriate programme of cost audits. Work with IDT and the work development team to establish the business process for input of cost information to projects and packages ensuring that the latest unit costs data is applied. This should include the establishment of efficiency saving targets which should be applied to projects.
    • manage estimating resources across the IDT including direct line management of Trust estimators.
    • undertake duties as delegated by the Project Manager, specifically the certification of payments, production of monthly cost reports and the internal recovery of IDT overhead costs.
    • undertake targeted cost studies as required to enable the Integrated Delivery Team to consider all options in order to proceed with the optimum scheme.
    • be part of IDT management team to manage the framework contracts between the Trust and their principle contractors and service providers, ensuring a collaborative working relationship is established and maintained.
    • delivery of efficiencies through the contracts, cost and/or time savings, quality improvements.
    • display the Trust’s values and behaviours at all times.
    • ensure that diversity and inclusion are integrated into all aspects of Trust life and promote inclusion by challenging behaviour, practices, actions, or decisions that are counter to the objectives of the Trust’s policies and values.


    About you:

    We are looking for a degree qualified experienced cost estimator with excellent communication & people management skills.  Your ability to prioritise and organise, and engage team and stakeholders around you to deliver desired results must be evident from your past experience. 

    Knowledge & Experience

    • Degree or equivalent in related area (Civil Engineering, Construction Management, Estimating, Quantity Surveying, Etc.)
    • Specific qualification such as MSc or further qualifications in Quantity Surveying or Commercial Management
    • Member or working towards of relevant chartered body (MICE, RICS etc.)
    • Professional development in area of managing NEC3 contracts
    • Considerable experience of managing NEC suite of contracts and undertaking key roles of Project Manager/Service Manager and Employers Agent
    • Some experience in managing a multi-disciplinary team either directly or functionally across organisations, including the management of training & competency and people development.
    • Proven experience of creating, working & maintaining a collaborative working environment.
    • Comprehensive experience of providing estimating and cost support to a wide programme of works
    • Proven experience of working in the spirit of mutual trust and cooperation & within an approved governance structure.
    • Wide ranging experience of contract management
    • Wide experience of developing business processes and procedures
